Billingsley Engineering provides engineering and testing services to the highway and civil construction industry. Our projects are located primarily in New Mexico with limited work in Texas.

Construction Engineering
Our Construction Engineering division offers “value engineering” plan preparation, traffic control plan development, structural engineering of temporary supports, bridge jacking and shoring plans, lateral bracing and formwork design, demolition plans and storm water diversion analysis and design.
We also provide surface mine development plans for aggregate producers, and in conjunction with the Surveying division, we support our clients preparation of “as built” plans and related documentation. Dispute resolution and litigation support, including expert witness assignments, are other services we can provide.
Construction Layout
Our Field Surveying division provides both complete layout and layout support for contractors survey staff. We are equipped with conventional and GPS survey equipment as well as a lidar mobile mapper. This equipment, coupled with state of the art drafting capabilities, allows us to provide a timely and cost effective response.
Typical projects include airports, highways, bridges, dams, and other civil projects. We provide point files, layout sketches, surface models for layout and machine control, earthwork quantity calculations, and control verification surveys.
Materials Testing
Our Materials Testing division provides soils, aggregate, concrete and bituminous pavement testing and analysis. Specialized capabilities include alkali silica reactivity tests, freeze thaw tests, and shrinkage testing. We are accredited by RE:SOURCE for AASHTO projects and CCRL for ASTM test methods. Additionally, we have developed integrated test workbook software designed for laboratories working in the construction industry. The workbooks accommodate both AASHTO and ASTM test methods.
Finally, we can provide concrete batch plant and truck inspections as required on NMDOT projects.
