About Billingsley Engineering
Billingsley Engineering began in 1981 in Santa Rosa, NM. The firm has since grown to include a diverse staff of engineers, surveyors, draftsmen and laboratory staff located in an historic building in Las Vegas, NM.
We use state of the art equipment and software to provide service to our clients, and believe our clients must be the ones in control of any assignment we are given. Our role is to provide support and help.
Our employees are essential elements of this objective and some have been given an opportunity to share in ownership and management of the company affairs. We are proud to introduce our employees, and welcome the opportunity to demonstrate our capabilities.

John has 35+ years in transportation engineering and materials testing and is a retired NMDOT District Engineer. In addition to supervising the construction materials lab, he is responsible for designing temporary supports for bridge construction and develops bridge demolition plans.

Leroy Jaramillo

Leroy is a graduate of West Las Vegas high school and born and raised in Las Vegas, NM.
Leroy is responsible for scheduling technicians and supervision of testing operations. He has worked in this field since 1999 including employment in contractor and private testing laboratories. Currently certified in soils, aggregate, portland cement and bituminous concrete testing. Leroy is a member of the team that transformed the Billingsley Engineering Lab to a paperless testing and reporting format.

Bryan is originally from Philadelphia, PA and has made Las Vegas, NM his home for 2 1/2 years.

Frances provides administrative support and is responsible for bookkeeping, payroll, billing, accounts receivable and collections.
